“Passing the Trash” is a commonly recognized term in the education world. It refers to the practice of school districts concealing an incident of sexual misconduct that results in the educator simply moving to another unsuspecting district.
By state law, a superintendent is required to notify the Texas Education Agency if sexual allegations are made against a district employee. However, oftentimes districts will choose instead to conceal the incident in order to avoid negative press or financial liability.
By not alerting the state and brushing allegations under the rug, the employee is simply asked to resign. After that, they can move to another district and go right back to work. These actions circumvent accountability practices and put Texas children at risk.
According to the Texas Education Agency, sexual allegations in Texas schools are at an all-time high – with “passing the trash” as an undebatable factor.
A Dallas news investigation in 2016 shed light on the practice which prompted state law makers to take action. Lt. Gov. Dan Patrick and numerous legislators have since publicly committed to passing legislation in the next legislative session that would help make students safer by putting an end to “passing the trash”.
